Description

Obverse:  A silver color medal 1-11/16 inches (4.29 cm) in height overall consisting of an oval with edges in the manner of a scallop with seven raised sections around the top, all divided by lines of dots and dashes; in base a demi-globe gridlined and around the base, an olive wreath; overall is a torch superimposed by an annulet of seventeen mullets, all silver.

Reverse:  On the reverse, between the torch flame and the name table, are the words "NATIONAL INTELLIGENCE REFORM" stacked in three lines and around the base, an olive wreath, all silver.


Ribbon
The ribbon is 1-3/8 inches wide.  It is Celeste (Bluebird) with a White 3/8 inch stripe bearing a 1/32 inch Scarlet stripe in the middle and on either edge of the ribbon are four 1/32 inch stripes, alternating White to Celeste towards the edge.

Symbolism
The seven scallops represent the Big Seven.  The dot and dash lines represent communication.  The torch symbolizes guidance, leadership and enlightenment.  The seventeen stars are for the major elements of the Intelligence community of the ODNI.  They are in a circle to emphasize cooperation and collaboration.  The globe in base highlights the world-wide mission.  The olive wreath symbolizes dedication and a job well done.
